I have the honour to enclose a copy of a
Proclamation, dated 10th May, 1935, appointing a Commission
"to enquire into the housing difficulties in Victoria and "Kowloon with special reference to over-crowding and its "effect on tuberculosis and suggest steps which should be
"taken to remedy existing conditions". The decision to
appoint this Commission was actually taken by Sir William
Peel with the concurrence of the Executive Council on the
31st January last, but it was considered expedient to delay
announcement of the appointment until the new Buildings Bill (see Sir William Peel's despatch No.243 of 15th April, 1935)
had been passed.
2.
As regards the composition of the Commission,
Mr. N.L. Smith, the Chairman, is the Secretary for Chinese
Affairs. Mr. R.M. Henderson is the Director of Public Works.
Sir William Shenton is an Unofficial Member of the Executive
and Legislative Councils, and a leading Solicitor. Mr. R.H.
Kotewall is the Senior Chinese Unofficial Member of the
Legislative Council. Mr. W.J. Carrie, a Cadet Officer, is
Head of the Sanitary Department. Dr. G.W. Pope is the Medical
Officer of Health. Dr. Li Shu-fan is an Unofficial Member of
